TEHRAN– Reports on the details of a “possible” preliminary understanding between Iran and the US indicate that Washington will commit to a waiver of sanctions on Iranian oil during the negotiation period, allowing Tehran to sell oil without restrictions resulting from sanctions.
According to published information, if the provisions of the preliminary understanding are confirmed by both sides, an initial memorandum of understanding (MOU) will be announced –an understanding in which the end of the war on all fronts, including Lebanon, is emphasized. The Zionist regime is also, based on this clause as a US ally, required to end the war in Lebanon.
Afterwards, a 30-day period is envisaged for implementing measures related to the naval blockade and the Strait of Hormuz, while at the same time a 60-day period is defined for negotiations on the nuclear issue.
Iran has not accepted any action in the nuclear field at the current stage.
Part of Iran’s Frozen Assets Must Be Released in the First Step
Reports on the details of the possible preliminary understanding suggest that if this memorandum is agreed upon, part of Iran’s frozen assets must be released in the first step.
Given Iran’s previous bad experiences with US breaches of commitments regarding the release of funds, Iran has emphasized that any preliminary understanding (MOU) is conditional on the release of at least part of these assets in a way that the country can access them.
Reports indicate that the US had recently been trying to link the release of these assets to a possible final agreement on the nuclear issue, but Iran has stressed that at least part of them must be released at the very beginning of the announcement of the understanding. It has also been stated that the mechanism for releasing the remaining part must be defined during the negotiation process, and if the Americans again obstruct the release, Iran will reconsider future negotiations.
Strait of Hormuz Situation Will Not Return to Pre-War Conditions
Reports on the details of the possible preliminary understanding also indicate that if this memorandum is agreed upon, the “status of the Strait of Hormuz” will not return to pre-war conditions.
Despite some Western media reports claiming a return of the Strait of Hormuz situation to pre-war conditions within 30 days, what is included in the possible understanding is not a full return to the previous status, but rather the restoration of the number of transiting vessels to pre-war levels within 30 days.
Accordingly, Iran emphasizes the exercise of its sovereignty over the Strait of Hormuz through various means, the details of which will be announced.
Also, the naval blockade against Iran must be fully lifted within 30 days according to the understanding. If the blockade is not lifted, no change will be made in the Strait of Hormuz. Any changes in transit through the Strait of Hormuz are also conditional on the implementation of other US commitments in the memorandum of understanding.
End of War on All Fronts and Withdrawal of US Combat Forces from Iran’s Surrounding Region Is Part of Possible Understanding.
Reports on the details of the possible preliminary understanding indicate that if this memorandum is agreed upon, the end of the war between “the United States and its allies” against “Iran and its allies” on “all fronts” will be declared. This also includes the Zionist regime’s war against Lebanon.
It is also stated that the US commitment to withdraw its combat forces from the region surrounding Iran is among the other points emphasized by Iran.
