SASCI Loans a Debt Trap for J&K: Tariq Karra

Jammu, Feb 10:President of the Jammu and Kashmir Congress Pradesh Committee (JKPCC), Tariq Hamid Karra, on Tuesday described loans taken under the SASCI scheme as a “debt trap” for Jammu and Kashmir, while speaking in the Legislative Assembly.

Participating in the discussion on the budget speech, Karra questioned the government’s decision to seek fresh loans when a massive amount of allocated funds remains unutilised.
“Around ₹1 lakh crore remains unspent. Why is the government seeking more loans under SASCI?” he asked.

The PCC chief pointed out that only 12 percent of the total budget has been utilised for capital expenditure so far, raising serious concerns over financial planning and implementation.

Karra further stated that if sufficient funds are already available, taking additional loans reflects poor fiscal management and could negatively impact the region’s development priorities.
