Jammu Dominates Certificate Issuance in J&K, Assembly Data Shows Wide Gap with Kashmir

Jammu, April 4: The Government of Jammu and Kashmir has reported a significant regional disparity in the issuance of category and reservation certificates, with Jammu division accounting for a dominant share, according to an official reply tabled in the Assembly.

The figures, placed on record in response to a starred question by Pulwama MLA Waheed-ur-Rehman Para, highlight a wide gap between the two divisions in access to certificates that are essential for reservation benefits and welfare schemes.

As per the Revenue Department’s reply, a total of 7,88,707 certificates were issued in Jammu division over the last two years, while Kashmir division accounted for 1,76,425 certificates.

The data translates to Jammu holding 81.7 percent of the total certificates issued, compared to Kashmir’s 18.3 percent.

The certificates include categories such as Economically Weaker Sections (EWS), Scheduled Castes (SC), Scheduled Tribes (ST-1 and ST-2), Other Backward Classes (OBC), Residents of Backward Areas (RBA), and areas adjoining the Line of Control and International Border (ALC/IB).

The reply states that Tehsildars are the designated issuing authority for these certificates under the Jammu and Kashmir Reservation Act, 2004, along with rules and subsequent government orders.

District-wise figures included in the reply show cumulative totals contributing to the division-wise numbers across both Jammu and Kashmir regions.

The data was tabled as part of the official response of the Revenue Department in the Jammu and Kashmir Assembly. [KNT]
