Speaker Rejects Sajad Lone’s Amendment on Article 370, Cites House Rules

Srinagar: Legislative Assembly Speaker Abdul Rahim Rather on Monday announced that he had rejected an amendment moved by Peoples Conference president Sajad Gani Lone on the issue of Article 370, stating that the House had already passed a resolution on the matter.

According to news agency Kashmir News Observer (KNO), after the Question Hour, Sajad Gani Lone questioned the Speaker over the disallowance of amendments related to Article 370, Article 35A, restoration of statehood, and rationalization of reservation.

Responding to the objections, Speaker Abdul Rahim Rather said the amendments were disallowed as the Assembly Rules prohibit discussion on issues that have already been debated or on which the House has taken a decision.

On the question of statehood, the Speaker clarified that the restoration of statehood does not fall within the competence of the government.

Challenging the ruling, Lone said he was not seeking the passage of any law on statehood but was only expressing an intention in the House regarding its restoration.— (KNO)
