J&K Gets Nod for Private Universities as LG Assents to Key Bills

Jammu, Apr 15: In a major step towards expanding higher education in the Union Territory, Lieutenant Governor has given assent to The Jammu and Kashmir Universities Bill, 2026, paving the way for the establishment of private universities in Jammu and Kashmir for the first time.

The bill, which was passed unanimously by the Legislative Assembly on April 4 during the budget session, will now move into the implementation phase. The government is set to frame detailed rules governing the establishment and regulation of private universities in the region.

According to official sources, several groups have already expressed interest and submitted proposals to set up private universities. However, they have been asked to wait until the rules are finalized and an Expert Committee is constituted to evaluate applications.

The proposed framework requires applicants to submit a comprehensive proposal, including a vision document, detailed project report, and a non-refundable application fee of up to ₹25 lakh. Only entities registered for at least three years, with education as their primary objective, sound financial backing, and adequate land and infrastructure, will be eligible.

An Expert Committee, headed by the Administrative Secretary of Higher Education, will be formed to scrutinize applications. Additionally, a Regulatory Authority will oversee the functioning of private universities, ensuring compliance with government norms and (UGC) guidelines.

The universities must operate as unitary institutions with their main campuses within Jammu and Kashmir, although they may establish constituent colleges, regional centres, and additional campuses within the Union Territory.

The legislation was introduced by Education Minister Sakeena Itoo and received appreciation from Chief Minister during the Assembly session.

Meanwhile, the Lieutenant Governor has also approved The Jammu and Kashmir Jan Vishwas Second (Amendment of Provisions) Bill, 2026. This legislation aims to decriminalize minor offences across multiple laws, reduce compliance burdens on businesses, and improve the ease of doing business and living in the region.

The amendment covers changes to 18 Acts and aligns with broader business reform initiatives, focusing on simplifying regulations and promoting a more business-friendly environment in Jammu and Kashmir.
